99-Room Hotel Proposed Near Kits Beach in Revised Tower Plan

A revised development proposal near Kits Beach would bring 99 hotel rooms to West 1st Avenue while reducing the number of rental homes previously approved for the site.

The City of Vancouver has received a rezoning application for a 26-storey mixed-use building at 2158–2170 West 1st Avenue. Plans include 121 rental homes, with approximately 24 at below-market rates, alongside hotel accommodation and ground-floor commercial space.

The proposal also includes five levels of underground parking.

The previously approved development contained 185 rental homes and commercial space. Its zoning bylaw was enacted on June 2, 2026. The new application would mean 64 fewer rental homes while adding the hotel component.

According to the City, the revised proposal seeks height and density beyond the Broadway Plan’s existing provisions. It also introduces a hotel use that is not contemplated under current policy.

The changes remain subject to review and have not been approved.

Residents can view the application materials, submit comments and ask questions through the City’s Shape Your City project page.
