		<description>How shocking! That you should be trying to overide a decision made and voted on over a year ago to build curbs between the two parks on Waterloo. This issue has been addressed many times in the past and every time the community has voted no to closing Waterloo between 4th avenue and 5th avenue. The reason being that the resulting traffic congestion causes accidents and dangerous situations for children attending Bayview School as well as other drivers and pedestrians. No number of traffic calming devices will reduce the number of vehicles that must use All the North/South roads in the area including Waterloo.  You propose to add &#039;gardens&#039; and increase danger to everyone in the area. Shocking!</description>
